WASHINGTON (AP) ? President Barack Obama rolled out a corporate tax overhaul plan Wednesday that lowers rates but also eliminates loopholes and subsidies cherished by the business world. A long-shot for action in an election year, the plan nevertheless stamps Obama's imprint on one of the most high-profile issues of the presidential campaign.
The president's plan to lower the corporate tax rate to 28 percent came on the same day Republican presidential contender Mitt Romney called for a 20 percent across-the-board cut in personal income tax rates, underscoring the potency of taxes as a political issue, especially during a modest economic recovery.
Obama has not laid out a plan for overhauling personal income taxes. But he has called for Bush era tax cuts to end on individuals making more than $200,000, thus increasing their taxes, and for a 30 percent minimum tax on taxpayers who make $1 million or more.
Obama decried the current corporate tax system as outdated, unfair and inefficient. "It's not right and it needs to change," he said in a statement.
The president would reduce the current 35 percent corporate tax, which is the highest in the world after Japan but which many corporations avoid by taking advantage of deductions, credits and exemptions. Under his plan, manufacturers would receive incentives so that they would pay an even lower effective tax rate of 25 percent.
His plan would eliminate corporate tax benefits like oil and gas industry subsidies and special breaks for the purchase of private jets ? two provisions that Obama has long targeted ? and do away with certain corporate tax shelters.
In addition, Obama also would impose a minimum tax on foreign earnings, a move opposed by multinational corporations and perhaps the most contentious provision in the president's plan.
"It's a framework that lowers the corporate tax rate and broadens the tax base in order to increase competitiveness for companies across the nation," Obama said.
Romney has also called for a 25 percent corporate tax rate, in line with what some congressional Republicans want. Campaigning in Arizona, the former Massachusetts governor said that if elected president he would propose lowering the top personal income tax rate to 28 percent from the current 35.
In Congress, Republican reaction was mixed. House Ways and Means Committee Chairman Dave Camp, R-Mich., said he appreciated the administration's plan, though it set a corporate tax rate that is higher than the 25 percent he has proposed. He faulted Obama, however, for not offering a wholesale overhaul of the tax system for businesses and individuals.
"While this is a good step by the administration, I will borrow from the president's own words to Congress from just yesterday: 'Don't stop here. Keep going,'" Camp said in a statement. But Sen. Orrin Hatch of Utah, the top Republican on the Senate Finance Committee, dismissed the president's plan as a "set of bullet points designed more for the campaign trail than an actual blueprint for fixing our tax code."
The issue of taxation has been a recurrent theme throughout Obama's presidency. He has reduced some taxes for small businesses and has pressed Congress to temporarily cut payroll taxes on American workers to help prime the weak economy.
But he has also called for reducing the nation's long-term deficits with a mix of tax increases and spending cuts. Republicans have flatly rejected tax increases. And Romney on Wednesday criticized Obama's proposal for corporations, saying they would result in higher taxes.
Under the framework proposed by the administration, the rate cuts, closed loopholes and the minimum tax on overseas earning would result in no increase to the deficit.
That means that many businesses that slip through loopholes or enjoy subsidies and pay an effective tax rate that is substantially less than the 35 percent corporate tax could end up paying more under Obama's plan. Others, however, would pay less while some would simply benefit from a more simplified system.
Obama's plan would result in about $250 billion in additional revenue over the next 10 years. But that money would be used to pay business tax credits that are currently temporary and that Obama would make permanent, administration officials said.
Corporate income taxes have been shrinking as a share of overall federal taxes for decades. In 2010, corporate income taxes made up just 12 percent of all federal tax receipts, down from 24 percent in 1960, according to the IRS.
Reducing the corporate tax rate to 28 percent would reduce tax revenues by about $700 billion over the next decade, according to an estimate prepared in October by the Joint Committee on Taxation, the official scorekeeper for Congress.
That means lawmakers would have to find about $70 billion a year in tax increases to keep the package from adding to the budget deficit, hardly an easy task.
Treasury Secretary Timothy Geithner, who presented Obama's plan, acknowledged that the debate "will be politically contentious."
"Some will say these proposals are too tough on business, and others will say that they're not tough enough," he said.
Indeed, several liberal-leaning groups criticized Obama's plan for being "revenue neutral" and not generating more tax money to pay for government programs. "We can and should collect more tax revenue from corporations," said Bob McIntyre, the director of Citizens for Tax Justice.
But the business groups objected to Obama's plan to impose a minimum tax on foreign earnings, insisting instead that the administration embrace a "territorial" system of taxation.
The United States taxes U.S.-based multinational corporations on foreign profits, once that money is returned to the United States. In a territorial system, the U.S. would only tax profits made in the U.S. By taxing the foreign profits of U.S.-based multinationals, the U.S. has a worldwide system of taxation.
Those foreign profits are not taxed unless they are brought to the United States. And, in many cases, they are simply reinvested overseas, so they are never subjected to U.S. taxes. Administration officials said that under Obama's plan, multinational corporations would continue to receive a tax credit for any taxes they pay overseas.
Among critics of his plan were the U.S. Chamber of Commerce and the high-tech industry, a group Obama has been eager to court.
"The framework would punish successful companies and push investments out of the United States," said Dean Garfield, president and CEO of the Information Technology Industry Council, which represents firms such as Cisco Systems Inc., Google, Apple Inc., and Intel Corp.

However, the current economic condition in Europe could cause business travel from the U.S. to Europe to pull back, resulting in a possible slump for top-line growth that?s been fueled by ?putting people on the road to find new business opportunities.? Not to mention the Euro slid to a one-month low earlier this week after Moody?s Investors Service put several European financial firms up for review, spelling bad news for the European banking system, as well as outbound international travel.
?There?s a strong correlation between business travel growth as a leading indicator for the overall health of the economy and for employment figures here in the U.S.,? McCormick says. ?If there?s not a speedy resolution to the European debt crisis, then what we could see is a domino effect that could reach across the waters and start to have a deep effect on the economy in the U.S.?
How deep of an effect? The GBTA?s report paints three possible scenarios:
- Baseline/Current Scenario: The situation in Europe reaches a point of moderate stability, with continued growth in U.S. business travel reaching $263.5 and $277.3 billion in 2012 and 2013, respectively.
- Moderate Scenario: A drawn-out crisis causes business travel to plateau and eventually decline by $40 billion or 7 percent between 2012 and 2013.
- Severe Scenario: Far-reaching defaults, bank failures, and possibly a dissolved European Union would cause a sharp plummet in business travel spending by as much as $88 billion or 16 percent between 2012 and 2013.
With the frangible European crisis far from being resolved, McCormick fears a ?very concerning environment? is on the immediate horizon. ?Right now we?re seeing a 25 percent chance of moving to a moderate scenario and a 10 percent chance of moving to a more severe scenario?those are, unfortunately, very significant odds,? he says.
Despite the ubiquitous headlines that depict a less than favorable view of the crisis abroad, not everyone in the business travel industry is worried just yet. ?Clearly clients are concerned with what trends might exist and what might be happening with the European crisis, but we haven?t had anyone say they want to modify their travel program in any way,? says Brian Hace, vice president of client service for business travel management company Carlson Wagonlit Travel. ?There are still enough unknowns about the European crisis that there isn?t an immediate need to react.?
Should the GBTA?s predictions become a reality, Hace goes on to cite previous setbacks in the business travel industry, such as the Sept. 11 attacks and the 2010 volcanic ash eruptions in Iceland, as prime examples of how the system has been able to calibrate itself even in moments of crisis. ?I think as an industry we have an infrastructure of people and talent to address whatever the need might be on behalf our client, whether it?s an immediate security situation or a more long-term economic situation,? he says.
Although the GBTA?s findings do indeed portray quite the extreme worst-case scenario, McCormick?s urge for business owners and travel agents to err on the side of caution is justifiable given the volatile economic climate in Europe. He says, ?We certainly don?t want to be the bearer of bad news, but it?s one of the those situations now where we have to watch it very closely because it could have a very dramatic impact on business travel and business in general.?

SANAA, Yemen (AP) ? Gunmen attacked three polling stations in Yemen's restive south, officials said, a day before the country is to go to the polls to rubber stamp its vice president as the new head of state after 33 years of one-man rule.
A total of four people were reported killed in clashes across the country. The violence underlines the security vacuum in the Arabian peninsula's poorest country after a one-year popular uprising seeking to oust longtime President Ali Abdullah Saleh.
Under a U.S.-backed deal brokered by Yemen's Gulf Arab neighbors, Saleh's deputy, Abed Rabbo Mansour Hadi, is to become president after a vote Tuesday in which he is the only candidate.
Posters and huge banners brandishing Hadi's photo and urging Yemenis to cast ballots have appeared throughout the capital Sanaa as voting day approaches. Thousands of people attended an electoral rally early Monday in support of the vice president.
Hadi, a low-profile figure who served under Saleh for years, did not attend the event and has rarely addressed the public. Still, many Yemenis who originally opposed the deal that will bring Hadi to power now support the move merely because it will officially end Saleh's 33-year rule.
Security has collapsed across Yemen during the uprising, with security forces regularly using lethal force against protesters and clashing with various armed groups. The U.S. and Saudi Arabia have struggled to ensure a smooth transition in hopes that Yemen will continue to cooperate in fighting the country's al-Qaida branch, which has carried out attacks in the U.S.
Two Yemeni soldiers were killed in a gunfight with al-Qaida militants near the city of Zinjibar, security officials said. Militants seized control of the town last year, exploiting the country's unrest.
In the central town of Daleh, one soldier was killed in a shootout with gunmen associated with a group calling for independence for Yemen's south.
In another incident, a member of a separatist group was shot and killed by police in a town in the southern province of Hadramout during an alleged attempt to storm a polling station there.
Officials said the attacks were related to the elections, but Nasser Baqizqooz of the separatist Southern Movement said by phone that while his group is boycotting the vote, it rejects the use of violence to prevent the election.
In the port city of Aden, gunmen fired a rocket-propelled grenade at a polling station, then fled. No one was hurt, and police are searching for suspects.
And in the southern province of Shabwa, armed men raided a polling station in the town of Ataq, expelling the election workers and occupying the building, officials said.
The attacks appeared unrelated, security officials said, speaking on condition of anonymity under security protocols.

Some days I just feel compelled to throw out an entry in what I call my ?required reading? category.? Today?s topic:
D.O.M.E.S.T.I.C?? V.I.O.L.E.N.C.E
Big, bad, ugly words.? We like to think that those words don?t apply to us or to people we love because big, bad, ugly things happen?in other families, right?? It feels better to believe? on this side of things? that we are somehow protected from?crazy or impossible situations that we see happen to other people out there in the world.? If we thought ?that could happen to us? every time we watched the news, then we?d be too fearful and anxious to survive daily life.? Makes sense to me.
Still, there are many, many people around us who are in difficult, destructive or dangerous situations.? Some are aware of their circumstances, their resources and their options.? But?many are not.?
Because I am a woman and a mother, I?ve decided to?address this post?specifically?to?other women like me.? But domestic violence?can happen to anyone, male or female, single or married, gay or straight.? Please be aware that although I?m writing woman-to-woman here in the interest of simple readability, whatever situation you? or?your?loved ones? may find yourself in, there are resources for you too.?

Tainted sprouts again linked to Jimmy John's (AP)
WASHINGTON ? Raw sprouts from the sandwich chain Jimmy John's have been linked to an outbreak of foodborne illness ? again.
The federal Centers for Disease Control and Prevention said Wednesday that 12 cases of E. coli poisoning in five states are linked to raw clover sprouts eaten at Jimmy John's restaurants. The outbreak comes a year after raw alfalfa sprouts from one of the chain's suppliers were linked to 140 salmonella illnesses. Sprouts from the chain's suppliers were also linked to a 2009 salmonella outbreak in several Midwestern states and were suspected in an E. coli outbreak in Boulder, Colo. in 2008.
Illinois-based Jimmy John's declined to comment on the outbreak. After the salmonella outbreak a year ago, the company said it would switch from using alfalfa sprouts to using clover sprouts because they are easier to clean. But federal regulators warn against eating all raw sprouts, which are one of the most frequent perpetrators of foodborne illness.
Though they are often touted as a health food, sprouts need warm and humid conditions to grow, encouraging bacterial growth. Many restaurants have stopped serving them after multiple outbreaks, and the government recommends that the very young, elderly, pregnant and others with compromised immune systems stay away from raw sprouts completely. Fully cooked sprouts are safe to eat.
According to the CDC, there have been at least 30 outbreaks associated with raw or lightly cooked sprouts in the United States in the last 15 years and even more around the world, including a 1996 outbreak in Japan that sickened thousands of people with E. coli. Fenugreek sprout seeds from Egypt are thought to have caused a major outbreak of E. coli poisoning in Europe last year that killed more than 50 people.
Illnesses in the current outbreak were reported in Iowa, Missouri, Kansas, Arkansas and Wisconsin. The illnesses occurred between Dec. 25 and Jan. 15 and two of the victims were hospitalized.
In most sprout outbreaks the restaurant is not to blame for the contamination itself. Contamination usually happens when the seeds are grown or harvested and is often impossible to wash off.
Food safety lawyer Bill Marler has represented victims in the three previous sprout outbreaks potentially linked to Jimmy John's. He has pushed the FDA to require warning labels on sprouts and praises restaurants that have taken them off the menu.
"You have to wonder what this company is thinking," he said.

Freeman had just under-capitalized the LLC, and did so by distributing funds to himself only to turn around and help pay legal fees for the LLC. ?Undercapitalization? is the great leveler of corporations when it comes to asset protection and with little difference on record between ?Freeman the LLC owner? and ?Freeman the individual,? the corporate veil fell apart. Freeman was held personally liable.
This is one more lesson on a subject that always bears repeating. Single member LLCs aren?t exactly flawed by nature, but they are often the easiest to muck up. In the end, keeping things straight between yourself as the ?business owner? and yourself as the ?individual? requires some vigilance and diligence.

Both sides cautioned late Tuesday that the agreement was not final and still could be altered. If completed, final congressional approval was possible by Friday, which would be an election-year victory for President Barack Obama, who made the payroll tax cut a keystone of his largely ignored jobs creation plan in September.
House Republicans emerging from a closed-door meeting said reaction to the package was generally positive, with some saying it reflected a desire to avoid spending months debating an issue that cost them dearly last year. In December, the House GOP initially opposed a two-month extension of the tax cut and other benefits that were about to lapse, only to retreat under pressure from outside party leaders and conservatives.
"We've got to move onto another issue," said Rep. Dennis Ross, R-Fla. "I think that's what the mood is."
"I'd say most people are for it, at least accepting it," said Rep. Peter King, R-N.Y.
Republicans were determined that Obama not be able to claim that the GOP was standing in the way of a middle-class tax cut. They would rather spend the months leading up to the November presidential and congressional elections focused on GOP themes of opposing tax increases, higher spending and Obama administration regulations that they say stifle job creation.
The tentative compromise would extend through December the current 2 percentage-point cut in the usual 6.2 percent Social Security payroll tax deducted from workers' paychecks. That reduction, which saves $1,000 a year for families earning $50,000, would affect 160 million workers and would otherwise expire on March 1.
It would also prevent extra unemployment benefits for the long-term jobless from expiring March 1 and block a 27 percent cut in reimbursements for doctors who treat Medicare patients. Overall, the legislation would cost roughly $150 billion.
On Monday, House Republicans dropped their demand that the payroll tax cut ? totaling roughly two-thirds of the bill ? be paid for. The hunt for savings had been one of the chief hurdles in weeks of negotiation over the legislation.
Also excluded, aides said, was a collection of expiring tax breaks, largely for businesses buying equipment and other corporate expenses that had been sought by some lawmakers of both parties.
Participants said the Medicare payments to doctors would be paid for by reducing Medicare reimbursements to hospitals and by cutting in half an $8 billion program under Obama's health care overhaul aimed at battling obesity and smoking.
The unemployment benefits would be financed with a collection of savings that include government sales of parts of the broadcast airwaves to wireless companies and from boosting federal workers' contributions to their pensions.
Democrats were saying little publicly, and House Democrats planned to meet Wednesday to discuss the tentative plan.
In private, some Democrats called it a victory, pointing to the payroll tax cut and unemployment benefit extensions while heading off the GOP's earlier demand that the entire measure be financed with spending cuts and other savings. Others complained that the jobless benefit extensions were not generous enough.
Republicans claimed victory, too, noting their rejection of early Democratic efforts to pay for the payroll tax cut by boosting taxes on millionaires, and with jobless extensions that would be less than the 99 weeks under current law that Democrats wanted to renew.
Aides presented differing figures about how many extra weeks of coverage would be provided, but they roughly agreed that the current 99-week maximum would fall to around 73 weeks for most states. Republicans had wanted to cut the ceiling to 59 weeks.
Republicans abandoned provisions from a House-passed bill that would have required the jobless to pursue a high school equivalency degree to get benefits and let states require recipients to undergo drug testing.
They also dropped other House-passed language forcing low-income people to have Social Security numbers to get government checks by claiming the children's tax credit, a move that was aimed at illegal immigrants and caused a furor among many Hispanics.
Early Tuesday, Obama tried turning up the heat on Republicans to strike a deal.
"Just pass this middle-class tax cut. Pass the extension of unemployment insurance," he said at a White House appearance. "Do it before it's too late and I will sign it right away."
