JOBS ACT Helps Solar Investing Goes Mainstream

'; div.innerHTML = summary; } //]]> Thousands of Americans log in to online trading accounts every day to manage personal stock portfolios. Now, there?s a new option for individual investors. I recently took advantage of this option by creating an account with?Solar Mosaic?and investing a small amount of money, along with about 85 other individuals, in a 26-kilowatt rooftop solar system in Oakland.

Right now my $25 investment is really an interest-free loan, since historically companies like Solar Mosaic haven?t been able to offer financial returns on
their products. However, thanks to passage of?the JOBS Act?last month, Solar Mosaic and similar companies will be able to offer returns on investments for ?crowdfunded? projects. So in addition to buying pure stock in a publicly traded company, I?ll soon be able to use websites like Solar Mosaic?s to build a portfolio of solar investments that provide a return on investment with every kilowatt-hour of solar energy produced.

Much has been written about the JOBS Act and its impending effect on?crowdfunding,?entrepreneurs seeking capital, and emerging growth companies like?Kickstarter. But for me, crowdfunding?s new legal status and ability to raise capital for renewable energy projects is indicative of a broader theme: retail investors?that?s you and me, as opposed to institutional investors like banks and funds?now have access to, by my count,?five?primary, different ways to make real money by personally investing in solar.

Let?s look at these five kinds of solar-focused investments that we can currently make as retail investors (if I?ve left any big categories off, please start a discussion in the comment section below!):

1. Crowdfunded Solar

  • As outlined above, companies like Solar Mosaic will soon be able to offer modest returns on stable, low-risk investments in solar PV systems across the U.S. This is as simple as selecting a project, investing $25, and having cash payments flow into your account with interest over time.
  • Crowdfunding isn?t just restricted to solar. In the UK, several companies are encouraging crowdfunded investment incommunity wind projects.

2. Direct Ownership
  • In some states and local jurisdictions, a combination of plummeting solar photovoltaic costs, local and federal incentives, and escalating utility electricity rates have made flat-out ownership of a solar system a good investment with returns as high as 5 percent, depending on location.

3. Third-Party Finance
  • In many places in the U.S., power purchase agreements and solar lease providers like SolarCity, SunRun, and Sungevity can offer zero- down solar leases that save you 15 percent from your old electricity bill from day one.?
  • While more of an immediate payback contract than an ?investment,? the lease option opens up your bank account to put saved money to work elsewhere. Since retail electricity rates historically increase every year, financial returns can expand over the term of the lease.

4. Community Solar Gardens
  • Hailing from RMI?s backyard in Colorado,?Clean Energy Collective?offers customers a way to invest in renewable generation to for up to 100 percent of their electricity use. This investment in solar energy and other renewables can provide a return on investment and is open to individuals without rooftop space of their own.

5. Direct Stock Purchase
  • Perhaps the most obvious way for individuals to invest in solar, anyone can buy stock in publicly traded upstream solar companies like the NASDAQ-listed SunPower (SPWR), First Solar (FSLR), and Enphase (ENPH).
  • Where one invests in the solar value chain can make a big difference on the success of the investment. Stock purchases of downstream participants (like installers and developers) whose value is aligned with the project-focused investing listed in the four cases above, may soon be an option as companies like?SolarCity go public. One can already invest in developer SunEdison through its parent company MEMC (NYSE: WFR) as well as utilities and other larger companies that develop solar. But in these cases the investment will rest on all of the activities of the company, including those not solar-related.
  • Additionally, several mutual funds and business development companies channel capital to solar projects and companies, but I?m not currently aware of any with a singular solar focus?although this could change in the future.

West expels envoys over massacre of Syrian children

BEIRUT (Reuters) - Western powers expelled Syria's envoys on Tuesday in outrage at a massacre of 108 people, almost half of them children, and peace envoy Kofi Annan urged President Bashar al-Assad to halt the bloodshed as "a tipping point" had been reached.

The killings in the town of Houla drew a chorus of condemnation from around the world, with the United Nations saying entire families were killed in their homes on Friday, some by army tanks and others probably by pro-Assad militia.

"Bashar al-Assad is the murderer of his people," French Foreign Minister Laurent Fabius told Le Monde. "He must relinquish power. The sooner the better."

U.S. State Department spokeswoman described an "absolutely indefensible, vile, despicable massacre against innocent children, women, shot at point blank range by regime thugs."

U.N. peacekeeping chief Herve Ladsous, whose monitors are in Syria, contradicted the Assad's government assertion that the killings were carried out by terrorist gangs.

"Part of the victims had been killed by artillery shells, now that points ever so clearly to the responsibility of the government. Only the government has heavy weapons, has tanks, has howitzers," Ladsous told reporters, adding:

"But there are also victims from individual weapons, victims from knife wounds and that of course is less clear but probably points the way to the (pro-Assad) shabbihas, the local militia."

The United States, France, Britain, Canada, Germany, Italy, Spain, Australia and Bulgaria gave Syria's envoys hours or days to leave their capitals in a coordinated move meant to isolate Assad further diplomatically.

Some had already expelled ambassadors or downgraded ties and so, like Washington, ordered out less senior charges d'affaires.

Western countries that have called for Assad to step down hope the Houla killings will tip global opinion, notably that of Syria's main protector Russia, towards more effective action.

The killings have contributed to doubt about whether a peace plan backed by Annan, a former U.N. secretary general, has any chance of success. Some of Assad's opponents say Annan's plan is only making the situation worse by buying Assad time.

"WE ARE AT A TIPPING POINT"

Annan said that in his talks with the Syrian leader in Damascus he "conveyed in frank terms the grave concern of the international community about the violence in Syria, including the recent shocking events in Houla."

"We are at a tipping point. The Syrian people do not want the future to be one of bloodshed and division. Yet the killings continue and the abuses are still with us today."

More than 10,000 people have died in the uprising against Assad and a crackdown by his loyalists, which began in March last year as part of a wave of revolts across the Arab world.

Western leaders have loudly called for Assad to go for months, but have so far shown little appetite for the sort of armed intervention that toppled Libya's Muammar Gaddafi last year. Any suggestion that force might be threatened has been blocked at the U.N. Security Council by Moscow and Beijing.

French President Francois Hollande said armed intervention could not be ruled out, but only with Security Council support.

"Military intervention is not excluded, provided it is carried out under the auspices of international law, namely a Security Council resolution," he told France 2 TV. "It is down to myself and others to convince Russia and China, and also to find a solution which is not necessarily a military one."

White House spokesman Jay Carney said the United States had not taken any options - including military intervention - off the table, but believed armed action was not the right course at present because it would lead to greater carnage and chaos.

Moscow backed a non-binding U.N. Security Council text on Sunday criticizing the use of artillery and tanks in Houla, but has twice vetoed tougher resolutions. It has shown little sign of changing its stance this week.

Vladimir Chizhov, Moscow's envoy to the EU, criticized the Western expulsions of Syrian envoys: "I believe it rarely is conducive to maintaining dialogue with the other side."

Foreign Minister Sergei Lavrov said Moscow was "alarmed that some countries ... are starting to use this event as an excuse to put forth demands of the need for military action in an attempt to put pressure on the U.N. Security Council."

"We are troubled by the ceaseless attempts to frustrate Kofi Annan's peace plan."

Annan urged the armed opposition to cease violence but appealed first to the government, as the stronger party, to take "bold steps now - not tomorrow, now" by stopping all military operations and showing "maximum restraint".

The plan calls for the government to withdraw all heavy weapons from towns and cities, followed by a cessation of fighting and dialogue with the opposition, but has stalled at the first hurdle.

Assad's government denied having anything to do with the deaths in Houla, or even having heavy weapons in the area, despite the contrary evidence found by United Nations monitors.

Assad himself repeated to Annan Syria's line that "terrorist groups" - Syria's term for the rebels - were stepping up killings and kidnappings across the country.

Syrian Deputy Foreign Minister Faisal Mekdad told reporters: "Syria has not committed a single violation of Annan's plan or the initial understanding between Syria and the United Nations.

"At the same time, the other party has not committed to a single point. This means that there is a decision by the armed groups and the opposition not to implement Annan's plan and to make it fail."

The estimated number of internally displaced Syrians has more than doubled to 500,000 since an April 12 ceasefire and the flow of refugees abroad has gathered pace again, U.N. officials said on Tuesday.

SPENT SHELLS AND TANK TRACKS

U.N. monitors found spent shells and fresh tank tracks in Houla, evidence of weaponry that Syria's lightly-armed rebels do not have in their arsenal.

But the U.N. human rights office in Geneva said the bulk of the 108 mostly civilian dead in Houla had been executed at close range. Survivors told U.N. investigators that the killers were pro-Assad "shabbiha" militiamen, who in the past have assaulted and intimidated hotbeds of opposition to Assad.

"What is very clear is that this was an absolutely abominable event that took place in Houla, and at least a substantial part of it were summary executions of civilians - women and children," said Rupert Colville, spokesman for the U.N. human rights office in Geneva.

He said 49 children and 32 women were among the dead. "At this point, it looks like entire families were shot in their houses."

The report was at odds with a note sent by Syria to the Security Council that said: "Not a single tank entered the region and the Syrian army was in a state of self-defense ...

"The terrorist armed groups ... entered with the purpose of killing and the best proof of that is the killing by knives, which is the signature of terrorist groups who massacre according to the Islamist way."

Gruesome video footage distributed by opposition activists has helped to shake world opinion out of growing indifference to a conflict in which more than 10,000 have been killed.

Opposition sources said rebels had killed 20 soldiers in heavy fighting close to the border with Turkey.

They said six civilians and six rebels, including two commanders, had also been killed over the past 24 hours in fighting that began when the army launched an offensive with tanks and helicopters to retake the region around Atareb.

There seems to be a consensus that it is important for Nigeria to quickly deploy broadband infrastructure and harness its benefits for economic development. DAYO OKETOLA examines on what the Federal Government is doing in this regard

Universal access to broadband has become a significant indicator of development and competitiveness globally. Statistics have shown that every 10 per cent increase in access to broadband in developing countries results in a commensurate 1.38 per cent increase in Gross Domestic Products. As such, experts say any country seeking growth, job and wealth creation must address how it can increase its access to broadband.

In view of this, broadband discourse has permeated the Nigerian Information and Communications Technology industry since the $240m Main One submarine cable and $800m Glo I cable landed in the country.

Experts say this is expected because the country?s over 95 million active mobile users have yet to benefit from the huge broadband capacity provided by Main One, Glo One and other subsea cables due to inadequate last mile infrastructure. The cost of Internet access is still high while the speed remains abysmally slow.

As such, ensuring that Nigeria is able to quickly deploy broadband infrastructure and harness the benefits therein have been the crux of the consistent industry engagement and discussions.

While some countries have gone as far as defining access to broadband (or super fast Internet) as a fundamental human right, Nigeria?s broadband access remains low at six per cent.

The Minister of Communications Technology, Mrs. Omobola Johnson, says, ?Despite the fact that we have Internet penetration of 28 per cent (45 million Internet users), only nine per cent (14.5 million people) of the population are actually Internet subscribers and broadband penetration is at a mere six per cent.

?Though access to broadband using mobile phones (smartphones) is increasing, (thereby increasing the number of subscribers) what this statistic tells us is that most Nigerians still access the Internet through public venues (offices, cyber cafes, computer labs). This is as a result of not only the lack of ubiquity of the broadband network but also the cost of access.?

The minister laments that Nigeria currently has one of the highest costs of access in the world at approximately N8 to N10 for 5Mbs of data.

?In fact, recent statistics that I looked at have us as having one of the lowest speeds in Africa,? Johnson adds.

She reiterates that broadband has become a critical ICT infrastructure, saying the goal of the government is to achieve one national network capable of delivering broadband speeds not less than 50 per cent of the average speeds available worldwide at the consumer end within the next five years.

To achieve this, the minister says the government will encourage and enforce the principle of open access/infrastructure sharing to already build transmission networks in order to facilitate an integrated national backbone.

This, she says, has become imperative to expand the building of an integrated national backbone to achieve point of presence in all local government areas in the country. This will be complemented with the adoption of a progressive fibre build up to connect all state capital, as well as the creation of city rings in all major cities.

Some of the things the ministry will do to achieve ubiquitous broadband access in the country, Johnson says, is to remove the bottlenecks and arbitrary additional costs to infrastructure layout such as the cost of right-of-way and conflicting environmental regulations.

Specifically, she says the ministry will collaborate with the Ministry of Environment to resolve conflicting regulations to remove all known and unknown bottlenecks to base station approval.

Emphasising that broadband is a catalyst to economic development, Johnson says government goal is to increase ICT contribution to GDP by, at least, 1.5 per cent by 2015. To actualise this, she says the ministry will facilitate local content development in mobile applications, media and entertainment and support SME untilisation of ICTs. According to her, it is important to get more Nigerian business online as well as increase domestic value added services in the ICT industry.

The minister also says it is important to deepen broadband access for effective and transparent government and governance. This, according to her, will be done by delivering government services via the Internet and improving government to citizen engagement. This will entail creating a single window portal to facilitate easy access to government information.

She says all government MDAs will have functioning websites of the same/similar standards by the end of 2014.

In view of this, the minister discloses that the Federal Government has deployed 86,089 email addresses for government on.gov.ng domain names.

The move, according to her, is in line with the government?s vision to ensure that all its MDAs are migrated from their existing disparate domain names to Nigeria?s Code Top Level domain name .ng both for their websites and official emails.

Apart from the 86,089 email addresses which have been deployed, she says 250 websites of MDAs have been hosted on .gov.ng platform. She also says that the government currently hosts around 200 servers for more than 94 government agencies; adding that 450 government agencies have been connected to a common government network known as OneGov.net.

This seems as an implementation of the call made by the President, Association of Telecommunications Companies of Nigeria, Mr. Lanre Ajayi, that governments at all levels should migrate its services online to boost broadband access in the country.

Also, the General Manager, Federal Public Sector, Galaxy Backbone, Mr. Frank Ugbodaga, while speaking on ?Broadband as a Catalyst for e-Government in Nigeria?, says there has been a rise in application of Internet and broadband resources by government, including the deployment of shared ICT infrastructure and services centres.

The Executive Vice-Chairman, Nigerian Communications Commission, Dr. Eugene Juwah, says Nigeria is not the only country aspiring to enjoy the broadband revolution.

Cloud computing is a much bandied about term and yet a much misunderstood word.

But every company, large or small, wants to be part of the cloud that has been defined by the National Institute of Standards and Technology (NIST) as a model for enabling ubiquitous, convenient, on-demand network access to a shared pool of configurable computing resources (networks, servers, storage, applications and services) that can be rapidly provisioned and released with minimal management effort or service provider interaction.

Part of the confusion around the term arises from such technical jargon while the rest stems from the complexity of the technology. Cloud computing essentially allows a user with just a screen, keyboard and Internet connection to work from anywhere without needing to worry about software upgrades and the like.

We?ve heard all this before, of course. Given that the application services provider and application infrastructure provider technology models were similar in nature and went through a hype cycle before fading away from public memory, the scepticism around cloud computing and security concerns over this evolving technology do not appear to be going away in a hurry.

Despite this, cloud computing holds a lot of promise, according to research firms. A Microsoft-commissioned study, conducted by IDC, predicts that cloud computing will generate over two million jobs in India by 2015. And a study by research firm IDC for EMC India Pvt. Ltd concluded that cloud computing in India would be a $4.5 billion market by 2015.

NIST talks about three broad cloud models?public (free Web-based email services, Google Apps and Office 365 to name a few), private (in-house data centres) and hybrid (a mix of public and private). It also refers to three service delivery models?software as a service, infrastructure as a service and platform as a service.

However, for cloud computing to evolve into a successful model, security concerns would have to be addressed even as consumers of this technology work towards understanding the return on investment (RoI) as they convert their capital expenditure (capex) models to an operating expenditure (opex) models with the help of cloud computing.

Besides, the needs of a mobile workforce that believes in a BYOD (bring your own device) trend have to be addressed, since mobile devices introduce an additional security dimension.

These were some broad areas debated by participants at a panel discussion on Cloud Computing: Issues, Opportunites and Challenges, in Mumbai on 24 May.

Participants in the round table were Vijay S. Mahajan, vice-president, centre of excellence and infra projects, corporate IT at Mahindra and Mahindra Ltd; Ajit Mavinkurve, chief information officer, TML Distribution Co. Ltd, a subsidiary of Tata Motors Ltd; Alok Shende, founder and director of Ascentius Consulting; Suresh Ramani, chief executive of Techgyan Pvt. Ltd; Akshay Amar Garkel, manager, Deloitte Touche Tohmatsu India Pvt. Ltd; and Srikanth Karnakota, director, server and cloud business, Microsoft India Pvt. Ltd. The debate was moderated by Leslie D?Monte, technology editor of Mint.

Public, private or hybrid?

Public cloud is where applications will be outsourced in the long run, said Mahajan. ?Only a small section like mail, Web services, etc., are moving into the cloud,? he said. He belongs to a large enterprise that deals with hundreds of users and where data security is a concern.

?RoI is not an issue for moving to the cloud, but security remains a concern. These concerns can be both IT (information technology) related and legal. The need of the hour is to address legal issues arising out of the cloud. Corporates are worried about critical data moving to cloud, they would like to keep it within the four walls,? asserted Mahajan.

Mavinkurve of TML Distribution took a similar stance. He said in-house infrastructure is used where data security is critical, such as research?and?development, enterprise resources planning (ERP), etc., but public cloud is used for areas such as emails. ?For manufacturing, there is hardly any fluctuation in computing requirements unlike that which happens in the IT industry that can adopt a hybrid model,? he said.

When Ramani, who typically services small- and medium-sized enterprises (SMEs) as a systems integrator, was asked if his clients shared similar concerns, his answer was: ?SMEs, which have fewer than 1,000 users, don?t make huge investments in data centres. But whatever investment they are making is substantial considering their size. Their primary concerns deal with aspects such as disaster recovery. It needs to be explained that the most important thing for these companies is not cost but uptime?a system that never goes down. Vendors like IBM and Microsoft have a bigger stake and would ensure data is protected. If data is lost through vendors? data centres, their whole business model collapses as their business depends on them,? said Ramani.

Mahajan, however, pointed out that currently only peripheral applications are being put on the cloud. Mavinkurve concurred that applications related to logistics and transportation are candidates for the cloud rather than core ERP solutions.

Shende?s view was different. He said peripheral applications combined with virtual office enterprises are taking a jump these days. He cited the example of India Infoline Ltd, which put 21,000 users on the cloud. ?If they (users) had not gone on the cloud, the company would have had to make an enormous investment in infrastructure to meet the demand. India Infoline has adopted a subscription-based model, which resulted in the resources deployed being reduced by 80%,? said Shende.

RoI in the cloud

From a vendor point of view, Karnakota of Microsoft said the factors based on which companies are moving to the cloud are agility, focus and costs, ?though users tend to be more biased towards agility and costs?.

?We (India) have around 400 million SMEs. Their IT spending is slower than that of Sri Lanka and Bangladesh. For these companies, IT is the medium to leapfrog. As far as security is concerned, 90% of the data loss happens within data warehouses of the firms. To?encourage?more companies to move to cloud, there has to be a choice made available to them between public, private or hybrid,? he said.

As SMEs deal with a large proportion of collaboration by using subscription-based cloud services, it becomes simple for them as it do not involve capex but only opex (thus reducing costs), Ramani said.

Karnakota cited the example of the All India Council for Technical Education (AICTE) as the largest cloud worldwide. (Microsoft announced in April it would provide free services to AICTE through its Live@edu communication and collaboration software reaching over seven million students and half a million teachers.) Companies need to move beyond just virtualization (a technology that enables fewer servers to balance peak and off-peak data loads, thus reducing costs and energy consumption), said Karnakota. ?Cloud not only eliminates the hidden level of cost, but also management capability gained lowers the significance of the cost,? he added.

Shende pointed out that large enterprises mainly depend on server utilization. When it comes to making investments in the cloud, however, he added that RoI was not relevant as RoE (return on effort).

?Many new technologies are disruptive. They introduce new ways of doing things that were otherwise not possible. While RoI is an appropriate measure to capture the financial returns for technology investments, it often doesn?t capture that which is new to the world paradigm,? he said. ?Solutions like cloud computing deliver outcomes that are much lower on the efforts, as compared with erstwhile solutions and their return on efforts that are significantly higher than the return on investments.?

Shende added that RoI, for instance, involves calculating costs of IT systems and cash flows. ?In the case of AICTE, it would have been virtually impossible to put students in platforms. One also can?t put customer satisfaction into RoI calculation,? he said.

Shende added that among various sectors, the banking industry is into server utilization while manufacturing firms have greater growth and hence focus on agility. The IT and IT-enabled services (ITeS) sectors spend a lot on IT, and hence are into server virtualization. ?IT companies also have multiple customers, and hence, can make huge productivity gains from the cloud,? said Shende.

Security and other concerns

While there?s excitement over the benefits of the cloud, Mahajan cautioned that the industry needs to address the issue of data sovereignty. ?RBI (Reserve Bank of India) mandates all the banks and their branches to keep data within geographic boundaries. Hence, there is a gap for pure public solutions,? he said.

Garkel of Deloitte agreed that the main concern today was from a regulatory perspective as it (the cloud) had not come under the purview of RBI. For example, regulatory perspectives regarding audits are yet to be introduced in the area of cloud computing. Currently only non-core activities are in the cloud. ?There has to be more clarity on how the regulatory landscape evolves,? said Garkel.

All the other panellists agreed that security concerns would have to be addressed as the cloud computing model evolves.

Later, addressing a question from the audience that raised concerns over rupee billings, Ramani agreed: ?Currently the India billing structure is pretty convoluted and it needs to be worked out.? Garkel corroborated that ?convoluted billing indeed remains a major issue, and the regulatory landscape might have to come into picture?.

To another question over concerns in the logistics industry, Shende said the problems arose since companies that have a large number of offices require coordination among them. ?This is enabled by cloud through virtualization. Global geopolitical presence of data centres also helps in data recovery as it is replicated in data centres across geographies,? he said.

Pointing out the benefits of a cloud computing model, Ramani pointed out that when Nariman Point (in south Mumbai) was cordoned off after 26/11, those companies not using cloud technologies suffered due to lack of collaboration, the inability to access emails, etc.

Conclusion

According to a recent survey released earlier this year by India?s largest IT services provider, Tata Consultancy Services Ltd, the heaviest users of cloud applications are the companies that manufacture the technology hardware that enables cloud computing (computers, electronics, telecom equipment), while healthcare service providers are the lightest of users (in terms of average number of cloud apps per business function). The report added that the most aggressive adopters of cloud applications are companies in the Asia-Pacific and Latin America.

Nevertheless, cloud computing is already changing how IT delivers economic value to countries, cities, industries and businesses. IDC estimates that in 2011 alone, IT cloud services helped businesses around the world generate more than $600 billion in revenue and 1.5 million new jobs.

A genetic mutation or physiological change in the butterflies is unlikely, Hill said, rather it appears that warmer temperatures simply allowed them to incorporate a new host plant. (The butterflies have continued using rockroses).

Once the brown argus butterflies can establish populations on their favorite geranium, called dove's-foot cranesbill, they can spread quickly among these common plants. Other dynamics, such an escape from parasites at rockrose sites, helped out, the researchers write in an article published in Friday's (May 25) issue of the journal Science.

"It is a bit of a good news story, and we don't get many of those," Hill said. The caveat, she added, is that the butterfly's range may well be retracting in parts of its range outside of England and Wales, where the observations used in this study were collected.
