Hostage suspect was loner, missed court appearance

The Alabama man who is suspected of taking a young boy hostage had only lived in the area a few years and kept to himself, according to neighbors and officials.

Sources close to the investigation in the Dale County Sheriff's Office identified the suspect to NBC News as Jimmy Lee Dykes, age 65.

Police in the small town of Midland City, Ala. scrambled Tuesday afternoon after a gunman shot a local school bus driver and took a boy, age 5 or 6, hostage.

Local NBC station WSFA reported on Wednesday that the suspect was talking to police through a PVC pipe from an underground bunker where the man kept the boy captive overnight.

But before the dramatic events of the past two days, neighbors were worried about Jimmy Lee Dykes.

Dykes missed a bench hearing on a misdemeanor charge of menacing at 9 a.m. Wednesday, Dale County Court Circuit Clerk Delores Woodham told NBC News.

That charge is related to an allegation by a James E. Davis, Jr., who said that on Dec. 10 Dykes threatened him with a pistol and then fired at Davis? truck as he pulled away, according to a document filed in Dale County District Court on Dec. 26, 2012,

The sources close to the investigation told NBC News that police did not know if the missed court appearance had anything to do with Dykes' motive.

Deputies from the county sheriff?s office had arrested Dykes on the charge of menacing. He was placed in Dale County Jail on Dec. 22 and bond was set at $500, according to the documents. No employment was listed on the documents. Dykes was bonded out that same day by D&D Bonding Co., Woodham said.

Neighbor Danny Dean, 57, said that he saw Dykes working in his yard most of the time.

?He's always got a shovel,? said Dean, who had lived in the neighborhood for about twelve years. ?He loved to shovel for some damn reason.?

Dean said that Dykes only moved into the area about a year and a half ago. A property tax clerk for Dale County confirmed that Dykes has paid his taxes on his 1.5 acre property on time for the past two years.

Dean, whose property is about three-tenths of a mile from Dykes? home, said that he did not know the man well, but that no one else seemed to, either.

?He just works in the yard constantly,? Dean said of Dykes, who dug his own driveway. ?As far as passing, he?s always been a friendly fellow.?

Another neighbor, Claudia Davis, told the Associated Press that she had seen a darker side of Dykes.

?Before this happened, I would see him at several places and he would just stare a hole through me,? Davis, 54, told the AP. ?On Monday I saw him at a laundry mat and he seen me when I was getting in my truck, and he just stared and stared at me.?

Tim Byrd, a chief investigator with the Dale County Sheriff?s Office, told the Southern Poverty Law Center?s Hatewatch that Dykes was a ?survivalist? with ?anti-American? views.

?His friends and his neighbors stated that he did not trust the government, that he was a Vietnam vet, and that he had PTSD,? Byrd told the SPLC. ?He was standoffish, didn?t socialize or have any contact with anybody.?

?He?s the type that thinks the government?s out to get him,? neighbor Michael Creel told local paper the Dothan Eagle. ?He?s not right in the head.?

Another man who said he lives near Dykes told the AP that the man had once threatened his children after Smith?s dogs went on to Dykes? property. Smith told the AP that his son and daughter were on the school bus during the shooting in Midland City on Tuesday.

?He?s very paranoid,? Smith told the AP. ?He goes around in his yard at night with a flashlight and a shotgun.?

Eva Syples, a clerk for the Dale County Probate Office, said she has lived in the area since 1968 and the small town has never seen anything like the situation that developed Tuesday. She said most people just stop at the fresh fruit and vegetable stands and barbecue joints that dot Highway 231 on their way by the town to Montgomery or the beaches of Panama City, Florida.

It?s the kind of small town where people extend an unasked for hand, Syples said: ?They have true southern hospitality down here. We go above and beyond to help your neighbor.?

The owner of one of those nearby barbecue stands, Charlie Webb, said his restaurant sits on Highway 231 about 300 yards from the property where law enforcement converged on Tuesday afternoon.

?Most people just pulled up in the parking lot wanting to know what was going on,? Webb, 59, said of the people that pulled into his Webb?s 231 Bar-B-Q last night to watch the police lights. ?They?re all just pretty shocked.?

Kenya elections observers to enhance transparency

NAIROBI, Kenya (AP) ? An official says Kenya's March elections will be closely monitored by the international community and local groups to help identify potential problems that may lead to tensions in the electoral process.

Five years ago a flawed presidential vote sparked off protests and ethnic fighting that killed more than 1,000 people and drove 600,000 others from their homes.

The Independent Electoral and Boundaries Commission said Monday more than 1,014 international observers and more than 10,000 local observers have been accredited, and more applications for observers were still being processed. Tabitha Mutemi, the commission's communication director says the observers will enhance the transparency of the vote.

The European Union and the U.S. are among the nations that announced that they will send observers to monitor the elections.

Karzai: Afghan government should lead peace talks

KABUL, Afghanistan (AP) ? Afghanistan's president warned on Tuesday that all efforts at peace talks with the Taliban should go through the government, and appealed on the country's powerbrokers not to engage in such negotiations if the authorities are sidelines.

Hamid Karzai insisted the government ? and not foreign powers ? must lead the talks if the country is to have any hope of emerging from a decade of fighting as a strong and unified nation.

He said some Afghan powerbrokers and prominent political figures had been approached by foreign powers to hold talks through side channels, rather than working through the High Peace Council set up by the Afghan government.

"All our politicians must know that the peace process will only have a good result if we are unified and the process goes forward and the process will go forward through the High Peace Council," Karzai said.

The president said participating in talks with the Taliban without the government would weaken the country and urged all to refuse those offers.

Bombings and fighting have continued to rock the country as officials make the slow steps toward peace negotiations.

In the latest violence, gunmen on Tuesday shot and killed Mushtaq Sadat, the head of a district government in the eastern Kapisa province. Qais Qaderi, a spokesman for the provincial government, said Sadat was shot in front of his house as he walked out to pray at the neighborhood mosque.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the assassination in a text message to The Associated Press.

The Afghan peace process has made little headway since it began several years ago and has been hobbled by distrust between the Afghan government and the United States. Karzai has repeatedly decried foreign, and specifically American, efforts to jumpstart the talks while keeping the Afghan government in the dark.

On Tuesday, Karzai upbraided his Western allies for trying to undermine what he said had to be an Afghan process.

Though he referred mostly to the interference of "foreigners" in general, Karzai at one point directly targeted the United States, which is in the process of negotiating terms for its long-term presence in the country.

"We told American government during our recent visit that no foreigners should try to hold the Afghan peace process in their hands," Karzai said.

Since U.S.-backed talks broke down last March in a dispute over the release of five Taliban detainees held in American custody at a military prison in Guantanamo Bay, Cuba, the High Peace Council has tried to take a greater role.

The Taliban, meanwhile, have established a presence in Qatar and the council says they are hoping to be involved in talks with those in the Doha office.

"I want to call on the Taliban and our politicians not to let the foreigners cheat them. Peace is only possible from one source: the High Peace Council, which includes all Afghans, all parties," Karzai said.

Karzai spoke Tuesday at a conference about water management, where he first talked about the need for clean water systems and then broke off to address what he described as a "very important issue" ? the varied attempts at peace talks with the Taliban.

FDA OKs Merck OTC version of overactive bladder drug

(Reuters) - Health regulators approved Merck & Co's nonprescription version of Oxytrol to treat overactive bladder in women ages 18 and older, the agency said on Friday.

The U.S. Food and Drug Administration said the over-the-counter version of Oxytrol would be available for women only and that the drug remained available to men by prescription.

Overactive bladder, which affects an estimated 33 million Americans, is a condition in which the bladder squeezes too often or without warning. Symptoms include leaking urine, feeling a sudden and urgent need to urinate, and frequent urination.

Oxytrol for Women is a patch that contains oxybutynin, a medicine that helps relax the bladder muscle, and is designed to be applied to the skin every four days, the FDA said.

Oxybutynin belongs to a class of drugs known as anticholinergics. Pfizer Inc's Detrol is the market leader in the class with annual sales of about $700 million.

Oxytrol will be the first drug in the class to be sold over the counter. Merck licensed exclusive rights to sell OTC Oxytrol from Actavis Inc, the generic drugmaker formerly known as Watson Pharmaceuticals.

Merck said it expected the OTC patch to be available in the fall.

The FDA decided to approve the OTC version of the Merck drug, based on the results of nine studies of women that demonstrated that consumers can understand the information on the label, properly determine whether the product is right for them, and use the drug appropriately, the agency said.

Last week, the FDA approved the popular wrinkle treatment Botox from Allergan Inc to treat overactive bladder in people who cannot tolerate drugs from the class to which Oxytrol belongs or are not helped by these medications.

Merck shares rose 3 cents to $43.03 on the New York Stock Exchange.

TUESDAY, Jan. 22 (HealthDay News) ? A new blood-based genetic test may predict the presence of dangerous BRCA1 or BRCA2 gene mutations in women, a new study finds.

These mutations significantly boost the risk for breast or ovarian cancer, which often develop at an early age in women with the mutations.

The screen could provide a quick, affordable alternative to current genetic testing and may help women and their doctors make decisions about ways to reduce cancer risk, according to the authors of the study, published Jan. 22 in the journal Cancer Prevention Research.

?The current tool for mutation detection is gene sequencing [mapping], which is expensive, time-consuming and, in many cases, lacking clear and decisive clinical decision-making information,? study author Dr. Asher Salmon, a breast cancer specialist at the Hadassah Hebrew University Medical Center in Israel, explained in a journal news release.

?In many cases, the current sequencing tool identifies a mutation, but we do not know if the mutation is neutral or harmful,? Salmon noted.

The researchers developed the multiple gene expression profile test after analyzing mutated BRCA1 and BRCA2 genes from blood samples taken from otherwise healthy women. They said that the test is highly accurate, affordable and quick.

?In wealthy societies, it can become a screening tool for identifying individuals with a very high susceptibility for carrying a mutation,? so that they can be sent on to more rigorous, full DNA mapping, Salmon said. ?In societies in which sequencing is not feasible, this test can substitute for it with a very high accuracy rate.?

The effectiveness of the test in different racial/ethnic groups will be assessed in a large study in Europe and North America, the researchers said.

Travelers Care More About Money Than Service ... - Business Insider

A new survey by Deloitte shows that travelers are most concerned with getting a good deal, flying safely, and arriving on time when choosing an airline, a position that seems to justify many airlines' decisions to limit amenities and reduce fares.

Of 4,000 travelers asked to rank various attributes based on their importance when choosing an airline, 49 percent ranked "value for money" as "very important."

"Service" and "staff attitude" were ranked by nearly 40 percent of respondents as very important. But amenities and services like access to executive lounge and VIP privileges, free meals and parking, and in-flight technology received such high marks from fewer than 20 percent of travelers.

The Deloitte survey also revealed a shift away from business and first class travel on domestic flights: 64 percent of respondents fly economy even when traveling for business; 79 percent fly economy for leisure. The message is the same: Traveling cheap is preferable to traveling luxuriously.

This preference for value is good news for low-cost air carriers like Spirit Airlines, which have added fees for services long offered as part of the ticket price, like meals and checking bags.

Craig LaRosa, a principal at innovation and design consultancy Continuum, has argued that adding fees is not a sustainable growth model, and that passengers may eventually be driven away by extra costs that make a low fare more expensive than they expected.

But as the airline industry's profit margins are squeezed by high fuel prices, airlines will likely continue to reduce their own costs as much as possible, while offering low fares. For now, travelers seem to be okay with the tradeoff.

LONDON -- The Royal Television Society here said Monday that it has appointed former Walt Disney strategy and deal expert Theresa Wise as CEO.

She will take the reins at the British educational organization for the discussion and analysis of TV in March. The group is the oldest TV society in the world.
?
Wise has 25 years of experience across the TV, broader media and technology sectors.

At Disney, she was senior vp corporate strategy for Europe, the Middle East and Africa from 2008 until 2010.?In that role, she focused on evaluating and executing acquisitions across her region. She also sat on the conglomerate's European management board.

Since her departure, Wise has worked as an independent media analyst and consultant.

Before her time at Disney, Wise worked at consulting firm Accenture where she was a partner in the media and entertainment practice. Earlier in her career, she worked at Deloitte Consulting, British Satellite Broadcasting and BT.

Turning The (Baby Shower) Corner | Peanut Butter Runner

If I?m going to be really honest here then I have to say that I usually have mild anxiety when I receive a baby shower invitation. It?s not that I don?t think babies and pregnant ladies are wonderful but I?m just not good at all the baby stuff.

First, the whole gift thing is always really overwhelming. I have made several attempts at actually going to the store and buying things from the registry but that usually only happens after I stand at the entrance paralyzed looking between the registry sheet in my hand and the aisles and aisles of stuff that I have zero knowledge on and then recruit the help of a sales associate. I?ve discovered a method that makes the whole gift thing more manageable. A gift card and a book. A win for both parties.

Second, I?m getting to the point where I feel a little ?odd one out? at showers. It seems that more than the majority of attendees now have babies.

And third, I don?t have a lot to contribute to the gift opening?dialogue. I have nothing to add about the best toys, sippy cups, nursing supplies, etc. I?m really good at ?awwwing? though. Especially with mimosa in hand!

All that said, I was absolutely thrilled when I received an invitation to my friend Brittney?s baby shower. It was a long road to this day for her and my heart is full of love and happiness for her that she is preparing to welcome a baby girl.

The shower had a lamb theme to go along with Brittney?s nursery. Be sure to check it out, it?s so cute! My friend Kelly and some of Brittney?s family hosted the shower in Brittney?s home . I?ve been to several showers lately at the mommy-to-be?s house and I think it?s such a great idea so that they don?t have to haul everything home and they can show off their nursery.

The shower was at 11:30 and the food was brunch themed, which I was very excited about. I loved these french toast cups. Such fun (and practical) presentation.

There was also a donut hole tree. Pretty awesome.

The food was delicious. We had ham, french toast, pimento cheese, biscuits, a really cheesy egg casserole and fruit. All of the food was wonderful but the big hit was the spicy pimento cheese. Apparently, it?s Kelly?s husbands specialty and he?s pretty famous for it among friends and family. The recipe is on her blog. I loved making mini sandwiches with biscuits, pimento cheese and ham.

After we ate it was gift time. Why is baby girl stuff so freaking cute? My ?awww-ing? was very authentic! ;)

Brittney?s?mini dachshund, Clyde, got pretty jealous that he wasn?t the center of attention and kind of developed a little love for Brittany. If only he knew what is really coming. Poor Clyde.

We hung out chatting after the gifts and the baby got quite active. We all took turns feeling her move.

Maybe all of her movement was thanks to these adorable (and tasty) cupcakes. Kelly?s aunt makes cakes and did these cupcakes for the party. So creative!

I can honestly say that I enjoyed every second of this shower! It was a really fun way to spend my Saturday with some great girls. Maybe I?m finally turning the baby shower corner. ;) Congratulations to Brittney!

Nobel laureate James Watson puts forth novel hypothesis on curing late-stage cancers

Jan. 8, 2013 ? "Although mortality from many cancers has been steadily falling, particularly those of the blood [i.e., leukemias], the more important statistic may be that so many epithelial cancers (carcinomas) and effectively all mesenchymal cancers (sarcomas) remain largely incurable."

With these words as preface, Nobel laureate James D. Watson, Ph.D., in a newly published paper that he regards "among my most important work since the double helix," sets forth a novel hypothesis regarding the role of oxidants and antioxidants in cancers that are currently incurable, notably in late-stage metastatic cancers.

At the heart of his thesis are the group of molecules that scientists call reactive oxygen species, or ROS. Noting their fundamental two-sidedness, Watson calls ROS "a positive force for life" because of their role in apoptosis -- an internal program that highly stressed cells use to commit suicide. It's one of the key mechanisms that have arisen through eons of evolution to weed out biological dysfunction that poses a threat to the survival of organisms. On the other hand, ROS are also well understood -- indeed are notorious -- "for their ability to irreversibly damage key proteins and nucleic acid molecules [e.g., DNA and RNA]."

When they're not needed to curb wayward or out of control cells, which is to say under normal circumstances, ROS are constantly being neutralized by anti-oxidative proteins. We are often urged to eat foods rich in antioxidants such as blueberries; but, if Watson is correct about the role of ROS and antioxidants in late-stage cancer, as he writes in his new paper, "blueberries best be eaten because they taste good, not because their consumption will lead to less cancer."

Understanding why this might be so -- why antioxidants can in late-stage cancers actually promote cancer progression -- is central to Watson's paper, which appears online January 9 in Open Biology, a journal of Great Britain's Royal Society.

He proposes that the cell-killing ability of currently used anti-cancer therapies -- toxic chemotherapeutic agents such as Taxol as well as radiation treatment -- is mainly due to the action of ROS to induce apoptosis, or programmed cell death. This would explain "why cancers that become resistant to chemotherapeutic control become equally resistant to radiotherapy." The common feature would be their common dependence upon a ROS-mediated cell-killing mechanism.

Watson, who is Chancellor Emeritus of Cold Spring Harbor Laboratory, then takes up the case of cancer cells largely driven by mutant proteins such as RAS and MYC. These, he notes, are often hardest to get to respond to treatment. He suggests this could be due to their high levels of ROS-destroying antioxidants. He cites recent research showing up-regulation of a gene transcription factor called Nrf2 when cells proliferate as well as when oncogenes such as RAS, MYC and RAF are active. Nrf2 controls the synthesis of antioxidants, and "this makes sense because we want antioxidants present when DNA functions to make more of itself," Watson writes.

In calling for "a much faster timetable for developing anti-metastatic drugs," the Nobel laureate wants those reading his new paper to consider a proposition he considers grossly underexplored: "Unless we can find ways of reducing antioxidant levels, late-stage cancer 10 years from now will be as incurable as it is today."

NASA, ESA telescopes find evidence for asteroid belt around Vega

Jan. 8, 2013 ? Astronomers have discovered what appears to be a large asteroid belt around the star Vega, the second brightest star in northern night skies. The scientists used data from NASA's Spitzer Space Telescope and the European Space Agency's Herschel Space Observatory, in which NASA plays an important role.

The discovery of an asteroid belt-like band of debris around Vega makes the star similar to another observed star called Fomalhaut. The data are consistent with both stars having inner, warm belts and outer, cool belts separated by a gap. This architecture is similar to the asteroid and Kuiper belts in our own solar system.

What is maintaining the gap between the warm and cool belts around Vega and Fomalhaut? The results strongly suggest the answer is multiple planets. Our solar system's asteroid belt, which lies between Mars and Jupiter, is maintained by the gravity of the terrestrial planets and the giant planets, and the outer Kuiper belt is sculpted by the giant planets.

"Our findings echo recent results showing multiple-planet systems are common beyond our sun," said Kate Su, an astronomer at the Steward Observatory at the University of Arizona, Tucson. Su presented the results Tuesday at the American Astronomical Society meeting in Long Beach, Calif., and is lead author of a paper on the findings accepted for publication in the Astrophysical Journal.

Vega and Fomalhaut are similar in other ways. Both are about twice the mass of our sun and burn a hotter, bluer color in visible light. Both stars are relatively nearby, at about 25 light-years away. The stars are thought to be around 400 million years old, but Vega could be closer to its 600 millionth birthday. Fomalhaut has a single candidate planet orbiting it, Fomalhaut b, which orbits at the inner edge of its cometary belt.

The Herschel and Spitzer telescopes detected infrared light emitted by warm and cold dust in discrete bands around Vega and Fomalhaut, discovering the new asteroid belt around Vega and confirming the existence of the other belts around both stars. Comets and the collisions of rocky chunks replenish the dust in these bands. The inner belts in these systems cannot be seen in visible light because the glare of their stars outshines them.

Both the inner and outer belts contain far more material than our own asteroid and Kuiper belts. The reason is twofold: the star systems are far younger than our own, which has had hundreds of millions more years to clean house, and the systems likely formed from an initially more massive cloud of gas and dust than our solar system.

The gap between the inner and outer debris belts for Vega and Fomalhaut also proportionally corresponds to the distance between our sun's asteroid and Kuiper belts. This distance works out to a ratio of about 1:10, with the outer belt 10 times farther from its host star than the inner belt. As for the large gap between the two belts, it is likely there are several undetected planets, Jupiter-size or smaller, creating a dust-free zone between the two belts. A good comparison star system is HR 8799, which has four known planets that sweep up the space between two similar disks of debris.

"Overall, the large gap between the warm and the cold belts is a signpost that points to multiple planets likely orbiting around Vega and Fomalhaut," said Su.

If unseen planets do, in fact, orbit Vega and Fomalhaut, these bodies will not likely stay hidden.

"Upcoming new facilities such as NASA's James Webb Space Telescope should be able to find the planets," said paper co-author Karl Stapelfeldt, chief of the Exoplanets and Stellar Astrophysics Laboratory at NASA's Goddard Space Flight Center in Greenbelt, Md.

Former Rep. Patrick Kennedy leads campaign against legal pot

(Reuters) - Retired Rhode Island Congressman Patrick Kennedy is taking aim at what he sees as knee-jerk support for marijuana legalization among his fellow liberals, in a project that carries special meaning for the self-confessed former Oxycontin addict.

Kennedy, 45, a Democrat and younger son of the late "Lion of the Senate" Edward M. Kennedy of Massachusetts, is leading a group called Project SAM (Smart Approaches to Marijuana) that opposes legalization and seeks to rise above America's culture war over pot with its images of long-haired hippies battling law-and-order conservatives.

Project proposals include increased funding for mental health courts and treatment of drug dependency, so those caught using marijuana might avoid incarceration, get help and potentially have their criminal records cleared.

Kennedy wants cancer patients and others with serious illnesses to be able to obtain drugs with cannabinoids, but in a more regulated way that could involve the U.S. Food and Drug Administration playing a larger role.

The eight-term former congressman from Rhode Island and the group he chairs will put forth their plan on Wednesday with a media appearance in Denver.

Their efforts follow the November election that saw voters in Washington state and Colorado become the first in the nation to approve measures to tax and regulate pot sales for recreational use. Kennedy's group is seeking to shift the debate and reclaim momentum for the anti-legalization movement, in part by proposing new solutions with appeal to liberals, such as taking a public health approach to combat marijuana use.

Legalization backers have argued that the so-called War on Drugs launched in 1971 by former President Richard Nixon has failed to stem marijuana use, and has instead saddled otherwise law-abiding pot smokers with criminal records that may block their avenues to landing a successful job.

Kennedy faults the U.S. government for allocating too much of its $25 billion drug control budget to law enforcement rather than to treatment and prevention.

"Yes, the drug war has been a failure, but let's look at the science and let's look at what works. And let's not just throw out the baby with the bathwater," Kennedy, who served in the U.S. House of Representatives from 1995 to 2011, said in a telephone interview.

The U.S. Department of Justice is still developing a policy in regard to the new state legalization measures.

President Barack Obama said in an interview with ABC News last month that it did not make sense for the federal government to "focus on recreational drug users in a state that has already said that, under state law, that's legal."

BIPARTISAN APPROACH

Conservative political commentator David Frum, a speech writer for former President George W. Bush, is also a board member on Project SAM, which lends it a bipartisan flavor.

For his part, Kennedy is aiming many of his arguments toward liberals like himself. Polls show Democrats largely favoring legalizing marijuana, and among the 18 states that allow medical marijuana, several are in the West and Northeast and are heavily Democratic.

"The fact is people are afraid on the (political) left to look like they're not for an alternative to incarceration and criminalization, and they're afraid they're not going to look sympathetic to a cancer patient" who might use marijuana, Kennedy said. As a result, he said the legalization position mistakenly comes to be seen as "glamorous."

Kennedy admits to having smoked pot but also said that, as an asthma sufferer, he "found other ways to get high."

In 2006, he crashed his car into a security barrier in Washington, D.C., and soon after sought treatment for drug dependency. He said he was addicted to the pain reliever Oxycontin at that time and suffered from alcoholism. He added that he has been continuously sober for nearly two years.

Kennedy, who was married for the first time in 2011, said he worries his 8-month-old son might be predisposed to drug abuse - due to a kind of genetic "trigger" - and that is part of his fight against legalization.

He also said he wants to "reduce the environmental factors that pull that trigger," such as marijuana use being commonly accepted.

Meanwhile, another prominent figure from Rhode Island, the newly crowned Miss Universe Olivia Culpo, is making waves by also objecting to legalization. She told Fox News this week there are "too many bad habits that go with the drug."

In Washington state, Alison Holcomb was campaign director for the legalization measure, which billed itself as having a public health element to help people dependent on marijuana.

The measure, which is not set to go into full effect until after state regulators spend most of 2013 setting guidelines, would allow adults 21 and older to buy marijuana at special stores.

Holcomb argued that drug dependency courts are more geared toward users of hardcore drugs, and that the approach her group put forward is the sensible one.

"I don't know what a public health approach without legalization looks like, if you're still arresting people," she said.

Taxes on marijuana sales would generate, at the high end of estimates, over $500 million a year with $67 million of that going to a state agency that provides drug treatment, said Mark Cooke, policy adviser for the American Civil Liberties Union of Washington state, which supported the campaign.

Also included in the tax revenue would be $44 million for education and public health campaigns - including a phone line for people wanting to quit using marijuana, Cooke said.

Thousands of Libyan gunmen sign up for police training

TRIPOLI (Reuters) - Almost 6,000 gunmen have begun training to be policemen under a drive to disarm militias hindering Libya's democratic transition although many others cling to street powers won in toppling Muammar Gaddafi, the new interior minister said in an interview.

Ashour Shuail, a soft-spoken former professor of law, took charge of Libya's most formidable domestic policy challenge - establishing a legitimate, effective national police - late last year after his appointment by new Prime Minister Ali Zeidan.

After Gaddafi's overthrow in 2011, transitional authorities set up a Supreme Security Committee (SSC) composed of militiamen who would try to curb others defying law enforcement in the belief it remained under the thumb of Gaddafi loyalists.

But the SSC, funded by the Interior Ministry, wound up better armed and powerful than the official police and a number of members have been accused of kidnappings and intimidation, complicating the lawlessness plaguing the oil-producing state.

In an interview with Reuters, Shuail said that close to 6,000 militiamen - roughly 10 percent of those in the SSC - had signed up to join the regular police since an admissions programme was launched at the end of last year.

He said 37 police training committees under the interior ministry's authority had been set up to handle the new recruits.

Shuail said he was prepared to tweak the admission rules, accepting recruits as old as 40 or 45, or those lacking a high school diploma, to expedite the SSC merger with national police and make room for everyone keen to serve.

"Those looking for safety, security, legitimacy, employment, and to participate in building his nation in a civilized way will turn to the admissions committees. Loyalty is to God and country," he said.

A slew of previous attempts to integrate militiamen into police forces failed, but Shuail insisted the new plan was more viable because Libyans were fed up with gun rule in the streets.

"This time will be different because the street is ready. Libyans are ready for the return of a nation and for stability. We all have sons and daughters and personal and international interests, but this only (can be realised) in stability and with institutions of the nation," he said.

Shuail said he was confident that more and more SSC members would opt to join police because the incentives included steady salaries and paid health care, which would help them buy homes and start families.

The minister's spokesman said new applications were arriving from militiamen every day, without giving numbers.

Shuail was coy on the magnitude of the matter of gunmen who still reject law enforcement, saying only that the solution lay in brainstorming ideas to overcome such recalcitrance "while avoiding confrontation".

MILITIA CULTURE

He conceded that many militiamen still view the police as a discredited pillar of Gaddafi's 42-year dictatorship.

Some of these militiamen prefer the power, liberties and brotherhood of an armed brigade, while others are radical Muslims who see the Tripoli government as straying off God's path, or essentially members of organized crime gangs.

"There are some who follow a personal agenda - be it from inside Libya or outside - and they have some of their own personal problems," Shuail said. "Some know that if a nation is eventually built, they may find themselves facing jail time."

He said various ideas were being discussed in a special government committee to deal with holdouts.

"We will communicate with them and see what their needs are and then try to provide it for them. Some of them see us in the government as their enemies, but on what basis? We are all the same people, we follow the same religion."

Born in the eastern city of Benghazi in 1954, Shuail trained as a police officer in Egypt in the 1970s and worked in the Benghazi police department. In 2000 he earned a PhD from Ain Shams University in Cairo and returned to teach law at Benghazi University, until he was tapped on the shoulder by Zeidan.

But his journey to government was a bumpy one.

Shuail was accused being a vestige of the Gaddafi regime, along with a number of other ministers, and demonstrations broke out in front of the General National Council in protest.

And so, along with 27 other ministers, Shuail was referred to the Integrity Commission, a body comprised of legal experts appointed by the previous ruling assembly to study the backgrounds of public officials. Last month Shuail won an appeal clearing him of close ties to Gaddafi's regime.

Report: State Mental Health System Needs Fixing - Westport, CT Patch

The state's mental health system is "fractured" and fails those with private insurance, according to a report released this week on the availability of mental health treatment to Connecticut residents.

"Findings and Recommendations: Access to?Mental Health and Substance Use Services" was released Wednesday by the state Office of the Healthcare Advocate and paints a dismal picture of the accessibility of services in Connecticut.

"Eight years after the Report of the Governor?s Blue Ribbon Commission on Mental Health, residents of?Connecticut still face significant barriers to access to preventive and treatment services for mental?health and substance use disorder in Connecticut," the report states. ? ?

"The tragedy of the mass shootings in Newtown, CT.?on Dec. 14, 2012, brings the need for such an effort into sharp relief," it states. "Health insurance coverage is?not a promise of coverage. ?

"Multiple state agencies with varying eligibility requirements provide services?and/or oversight for residents struggling with mental health and substance use disorders, but these?efforts are not well understood or coordinated as part of an overall vision for the state."

CT News Junkie reports that those with private insurance often find it more difficult to gain access to treatment than those who are uninsured or have public insurance because traditionally private insurance often does not incorporate mental health benefits.?

At a public hearing, parents testified that they weren't able to access the same level of services for their adult children with private insurance as were available to those on state insurance programs, the website reports. ?

In order to do so, those with private insurance had to go through public programs to receive the same services, according to the report. For example, private insurance won't cover in-home psychiatric services, according to?Dr. Laura Saunders, a child psychologist at the Institute of Living.

To gain those services, one must go through the?Department of Children and Families Voluntary Services division, she said.

Having crossed highways, dirt tracks and even a ferry through rivers, mountainous terrain, verdant valleys and coastal areas of Malaysia, Thailand, Cambodia, Vietnam, Laos and Myanmar, the expedition entered India through the Moreh border in Imphal, Manipur. Thereafter the expedition moved on to Kohima and Dimapur in Nagaland and then reached Guwahati, before formally concluding its journey in Delhi.

According to Vivek Nayer, Chief Marketing Officer, Automotive Division, Mahindra and Mahindra Ltd. "We are happy to successfully conclude the ASEAN-India Car Rally 2012. The XUV500, which was conceived and built as a Global SUV, was chosen as the exclusive vehicle partner for the rally. The XUV500 proved its might yet again, having successfully completed the rally across international borders. The tough and rugged Mahindra DNA ensured that all 28 vehicles came through with flying colours in the 8,000 km long rally that traversed gruelling conditions across the ASEAN countries".

Mr. Nayer further added, "The ASEAN rally is in sync with Mahindra Adventure's proposition of 'Accepting No Limits.' Mahindra SUVs are noted for proving themselves in the toughest rallying conditions with notable examples being the podium finish for Dakshin Dare, Mughal Rally, Desert Storm and Raid de Himalaya in India and the gruelling Rally dos Sertoes in Brazil. This rally was no exception."

US town bans small water bottles

The US town of Concord in Massachusetts has banned the sale of bottled water in units smaller than one litre.

The law came into effect on January 1, after a three-year campaign to reduce waste and encourage tap water use.

First offenders will get a warning. Anyone caught selling the banned bottles a second time will be fined $25 (?15), with $50 for further offences.

The Australian town of Bundanoon introduced a complete ban on bottled water in 2009.

More than 90 universities in the US and others around the world have already restricted the sale of plastic bottles, as have some local government authorities.,

Concord has not introduced any restrictions on the sale of small bottles of other drinks, and the bylaw has an exemption in case of emergencies.

Campaigners say Americans consume 50 billion small bottles of water each year.

The bottled water industry says the small bottles are essential to modern life and encourage people to live healthier lifestyles.

But Jean Hill who led the campaign for the ban in Concord, told the New York Times: "What I'm trying to do with this bylaw is to increase the barriers to buying single-serve bottled water."

"In order to help people change, you need to put policies in place that steer them away from buying bottled water and toward considering the many other good alternatives."

Some of the town's residents argue the ban is pointless, as they can go down the road and buy small bottles from shops in neighbouring towns.

Ms Hill says she was inspired to begin her campaign by her grandson, who told her about a vast floating island of plastic waste in the Pacific Ocean.

What You?ll Need:

Clear understanding of the principles of B2B marketing, direct marketing, lead generation, business services, and e-commerce principles
Experience in and appreciation of local marketing nuances for US and APAC regions
Excellent and inspiring communication and presentation skills at an executive level with the ability to influence across groups effectively
Proven strong quantitative analytical skills (proficient in Excel; campaign analysis and online analytics)

We all know that smoking is bad for our health and that eating vegetables is good for it. Yet how bad and how good are they? Without a clear notion of threat and reward, it is that much harder to avoid a cigarette or to choke down a serving of broccoli. ?I hate when someone tells me that something is risky,? says David Spiegelhalter, a professor of risk assessment at the University of Cambridge. ?Well, compared to what??

To answer his own question, Spiegelhalter converted reams of statistical risk tables into a simple metric: a microlife?30 minutes. If you smoke two cigarettes, you lose 30 minutes of your life (top graphic). Exercise for 20 minutes, and you gain two units of microlife. Over time bad habits accelerate your aging, and good habits slow it down (bottom graphic). ?That seems to resonate with people,? Spiegelhalter says. ?No one likes to get older faster.?
